  2. Under Devices and drives, double-click (or double-tap) your phone, double-click the Phone folder, and then double-click the Ringtones folder.
  3. Find a sound file on your PC (for example, music files are often in the Music folder and organized by artist and album), and then drag the file into the Ringtones folder.
  4. On your phone, go to Settings  > Personalization  > Sounds then select Ringtone to find and select your new ringtone.

      you can try this,
      Connect your phone to a PC and copy the custom ringtones into the folder “ringtones” (or however it is called if you have different language settings) from the PC. Attention you must do this via a PC! The tones will not be notices if you use a filemanager on the phone itself to copy locally.

      Now your ringtones should be added to the list.

          you can try this:
          1. Windows 10 Mobile has a simple way to create a ringtone. For this purpose, OS has preinstalled Ringtone Maker. You could take its advantage before, but it had to be downloaded from the “shop”.
          2. Go to the Ringtone Maker application, click on the item “Select ringtone”.
          3. Select a song and click on it. In order to create a ringtone you can use any track from your library to your smartphone.
          4. You will see the scale, where moving the endpoints of the segment you can cut any part of the composition to create a ringtone. Its length may be from seconds to minutes. Select the desired interval and click on the icon “Save” at the bottom of the screen.

      To add a ringtone using a Windows Vista, Windows 7, or Windows 8 PC

      1. Connect your phone to your PC, then do one of the following:
      -On a Windows Vista or Windows 7 PC, click Start, and then click Computer.
      -On a Windows 8 PC, click Desktop, click File explorer on the taskbar, and then click Computer.
      -On a Windows 8.1 PC, click Desktop, click File explorer on the taskbar, and then click This PC.

      2. Under Portable Devices (Devices and drives on Windows 8.1), double-click your phone, double-click the Phone folder, and then double-click the Ringtones folder.

      3. Find a sound file on your PC (for example, music files are often in the Music folder and organized by artist and album), and then drag the file into the Ringtones folder.
      Note: To add or rename a ringtone, you need to move a file from your computer to your phone. You can’t add a ringtone by moving a file from a folder that’s already on your phone or rename an existing ringtone.

      4. On your phone, go to Settings Settings > Ringtones + sounds, then tap Ringtone to see a list of your available ringtones. Your new ringtone will appear under Custom in the list.

      you can download music or video from legal website. music or video have copyright, so you can download from legal website music or video.

  2. How can I make my ringtone longer? When my phone rings, only a part of the whole ringtone plays. It gets cut off after about 10 seconds and I never can answer in time.
